One of the things survivors do when you pick up a survivor is to try and sabotage the nearby hook. Which is still good, don't get me wrong, but not as much as the perk make it seem to be. Although it might seems enticing in theory, to build your three stacks to add 15 % on top of Agitation's 18 % speed boost, but you will more often than not lose one or two stacks when downing the survivor you will need to grab, meaning you will only get a 5 % increase. More speed is always good, especially when you're slowed down like you need to be for this. Play With Your Food (The Shape unique perk) Here are some other perks that might help too, if you want to try and mix things around : If you manage to down somebody, the survivor on your shoulder will also stop wiggling for 2 / 3 / 4 seconds, this is great if you spot another survivor nearby. With this, you will be able to spam RT without worrying about missing the survivor you're trying to hit. You will also get more time to down someone ( 12 % more at tier III). This is for moving around without the wiggling bothering you as much. If you pair it with the Agitation perk like suggested, that means everybody within 44 meters will suffer from it, so there's a greater chance you might find someone lurking nearby and one shot him. With this, when you pick up a survivor, every other one within your Terror Radius will suffer from the Exposed status effect for 28 seconds, meaning you can down them with one hit even if they're healthy. This will be especially important when paired with the next perk. Also, another effect of this perk that is often forgotten is the increase of the Terror Radius by 12 meters. This is a perk not many killers run, so survivors won't expect it right away. I highly recommend having it at tier III, obviously. When you use this perk, you move 6 / 12 / 18 % faster when carrying a survivor, depending on the tier. You can try it on any killer, since every one of them will move at a 3.8 movement speed when carrying a survivor (thanks to A Seizure Salad for this information). Here is, in my opinion, the best build to go for the achievement. The occasion will present itself though, don't worry about it, especially as you climb up the ranks, more and more survivors will try Breakout plays. You can only hope they try to come and harass you when you pick up a survivor, or try to go for a flashlight save. This achievement can be somewhat of a pain, since even if you have the perfect build for it, it requires the survirvors playing a certain way that you can't predict.
